How long does it take to set up my dedicated I.P.?

It's been several hours since I signed up and paid for a dedicated I.P. and my account summary is not reflecting it.

Does the domain need to propagate first before doing this?

I've contacted your company via email but have yet to receive a reply, other than automated emails.
